Changes to the Third Sector Broker Service for Powys

Changes to the Third Sector Broker Service for Powys
Background
For the last three years PAVO has been providing an independent Third Sector Broker service in Powys operating out of ‘Powys People Direct’ (Powys County Council’s single point of access contact service for individuals needing support from social services). 

The Third Sector Broker Service handles referrals or requests from Powys County Council (PCC) and Powys teaching Health Board (PtHB) to obtain support from Third Sector organisations for people who may be in need of services such as befriending, shopping, advocacy, home adaptation, community transport, or support with specific health related concerns such as Dementia.
Additionally, the Third Sector Broker service participates in local GP surgeries, brokering access to Third Sector support for frail/elderly patients across the whole of Powys as part of the health board’s ‘Virtual Wards’ service model.

Since it was established the number of referrals into the Broker Service have risen exponentially and continue to increase; coming from social services, health board, Third Sector organisations, GP surgeries and also people self-referring to ’Powys People Direct’. This growth in referrals partly reflects a growing awareness and confidence in Third Sector services by public sector staff; a confidence which the Broker Service has helped to develop through its work.
Besides helping individuals gain access to crucial Third Sector services, the Broker Service is also progressively identifying areas of unmet need or gaps in service provision; evidence which is used to help inform the planning of public sector service commissioners and Third Sector service providers.

What is Changing?
Both PtHB and PCC Social Services are currently moving more towards community based services, provided by integrated health and social care teams based in local communities, along with multi-disciplinary teams based in community hospitals or other settings.
This process is already underway and will continue to develop further during 2017 and beyond, as the local authority and health board seek to strengthen their approach towards early intervention and the prevention of individuals’ circumstances deteriorating to a point where they need higher level services.

Following the introduction of the Additional Learning Needs and Education Tribunal (Wales) Bill the Welsh Government will be hosting a number of regional events where you can find out how the Bill will affect you.
 
This is an opportunity to have your say about the proposed new system for supporting learners with additional learning needs (ALN) in Wales, and find out more about the wider ALN transformation programme.

PQASSO Essentials pilot

PQASSO helps third sector organisations take a systematic look at what they do, identify areas where they are doing well and not so well, and decide exactly where improvements are needed.
PQASSO covers all aspects of an organisation's work including governance, planning, leadership and management, managing people, managing money and outcomes and impact. Once an organisation has implemented PQASSO it can apply for the PQASSO Quality Mark, the external accreditation for PQASSO, which shows that the organisation has achieved the PQASSO quality standard at a particular level.
PQASSO Essentials is intended to help smaller, third sector groups and organisations that:
  • May never have reviewed their whole group or organisation and that want to do a basic 'health check' to know which areas they need to develop and strengthen
  • Want to start to introduce and embed quality and continuous improvement in their work
  • Need a framework to support the development of their group or organisation, and 
  • Want to be more effective and efficient in how they work.

Third Sector Partnership Council Survey


The Third Sector Partnership Council (TSPC) Working Group has commissioned a survey to gather the views of TSPC network members on the strategic, cross-cutting priorities for influencing during the fifth Welsh Government. Feedback will help the TSPC Working Group to choose the two most popular issues to focus on for 2017/18.

I would be grateful if you could please forward this e-mail to your networks to ask members to take five minutes to complete a:

The survey is open from 12 December 2016 – 13 January 2017. The results will be analysed and considered by the TSPC working group in spring 2017 and progress will be reported through TSPC networks and via WCVA’s website and Network Wales magazine.

Positive Pathways Powys

                                                Fancy winning an ipad?

Positive Pathways Powys is a group made up of secondary schools in Powys, Powys County Council, Powys Association of Voluntary Organisations (PAVO), Careers Wales, NPTC Group of Colleges, Cambrian Training and Welsh Baccalaureate representation.

The group has been set up to ensure that all young people in the county are informed of the opportunities available to them after they finish compulsory education.
There are a number of avenues available to pupils when they finish Year 11, 6th form, college, apprenticeships, university, work experience, training, gap year, international placement, volunteering or armed forces.

To do this, the group will work together to provide opportunities to improve pupils knowledge of the post 16 options available to them so that they can make informed decisions about their lives. One of the first projects will be a Careers Festival at the Royal Welsh Showground at Llanelwedd on March 8th 2017.

Positive Pathways Powys are looking for a logo to represent the group and we are asking secondary school pupils in Powys to design this for us.  The logo will be used in a variety of ways: posters, letterheads, banners so will need to be recognisable whatever size it is used at.
The pupil who designs the winning logo will be presented with an iPad at the formal launch of the group at the Careers Festival on the 8th March 2017.

Guidelines
Please don’t include any of the group’s logos in your design
Artwork should be submitted on A4 paper
The logo will need to work in colour or black and white
It will also need to be scaleable – the logo will be reproduced at a variety of sizes, including on           letterheads and banners.

Minister's statement on Autism services

Rebecca Evans Minister for Social Services and Public Health
The Welsh Government is fully committed to working to improve the lives of children and adults with autism, their families and carers in Wales. We are aware of the challenges that people with autism and their families face every day and that it is crucial we ensure they have the support they need, when they need it.
We have today published a refreshed Autistic Spectrum Disorder (ASD) Strategic Action Plan. This responds to what people with autism, their families and carers have said is important to them. The aim is to ensure that adults and children with autism, along with their families and carers, have their needs understood in order to secure the support they require to achieve their own well-being outcomes and lead fulfilling lives. It clearly sets out the Welsh Government’s ambitions for both raising awareness of autism and ensuring public services work together to deliver effective care and support services for adults and children with autism.

Aimed at reducing unintentional injuries in the under 5's, this exciting new toolkit provides your organisation and practitioners with all of the resources needed to deliver a whole year of child safety information and advice to parents.
 
The toolkit includes attractive, printed calendars for your parents and a USB stick for your organisation. The USB resource is divided into months, with each month directly supporting the calendar messages parents will see on a daily basis.  For each month there is a team briefing, a step-by-step interactive group session plan, handouts, poster downloads, twitter feeds, text messages and face book uploads.

Children and Young Peoples Partnership - Update on Current Situation


The Children and Young Peoples Partnership - Update on Current Situation

As some of you will be aware, the implementation of the Social Services and Wellbeing Act led to the introduction of the new Powys Regional Partnership Board in April 2016; which combines the partnership responsibilities previously held by the Health & Social Care Integrated leadership Board and the Children and Young Peoples Partnership. This has led to a need for various changes in partnership arrangements and groups which is ongoing.

Also, this period has seen the creation of a new grouping, the Children's Services Transformation Board. This is a purely PCC body (albeit one to which some partners are invited) that has oversight of changes to internal service arrangements by PCC Children's Services.

Whilst the work initiated and supported by the Children and Young Peoples Partnership has continued during this time, the Partnership itself has not met for some months. This is because proposals for new arrangements are currently being developed by Partnership officers for the future role of the Partnership and/or its functions. PAVO anticipates that these proposals will be tabled for consideration at the next meeting of the Regional Partnership Board on 16 December 2016.

The Children and Young Peoples Partnership has over the years performed a valuable role in developing a multi-agency approaches and practices to address the needs of children and young people and PAVO considers that it is essential that any new or revised arrangements allow this approach to continue and to be strengthened.

Once the proposals for new partnership arrangements are shared with the Regional Partnership Board PAVO will be seeking your views and response to them.

November 25th is White Ribbon Day and the International Day for the Elimination of Violence against Women. It is a chance for us all to show our support to survivors and to make the White Ribbon pledge never to commit, condone, or remain silent about men's violence against women.

We will be show-casing some of the dedicated work that goes on every single day in Powys to combat abuse. There will be a series of very brief presentations and a chance to network with organisations including Barnardos, Calan DVS, Creu Cymru, Dyfed-Powys Police, Hafan Cymru, Montgomeryshire Family Crisis Centre, PAVO, the Spectrum Project and White Ribbon Ambassadors. Chris Davies MP will also be giving his support.

Youth Led Grant Scheme - apply today!

Youth Led Grant Scheme 2016 - 2017

Grants in the region of £600 are available for projects that provide volunteering opportunities for young people aged 14-25 to help their communities. Previous successful applications secured funds to:
  • create a community garden
  • hold a fund-raising event to raise money for a village hall
  • open up a footpath for local people and making it accessible for  people with mobility disabilities
  • run a peer-led first aid course
  • train young volunteers.
The applications have to be written by young people.  A panel of young people from Powys will assess the applications.

Awareness Session Programmes

Victim Support Cymru has been commissioned by the Welsh Government as the National Report and Support Centre for Hate Crime and Hate Incidents in Wales.
The National Service is set out in four categories:
1.      The National Third Party Reporting Centre for Hate Crimes and Incidents in Wales
2.      The Official Support provider for ALL Victims of Hate Crimes and Incidents in Wales
3.      To increase reporting of Hate Crimes and Hate Incidents in Wales
4.      To raise awareness of Hate Crimes and Hate Incidents in Wales
The data held by Victim Support Cymru feeds the Welsh Government Framework for Tackling Hate Crime, the All Wales Hate Crime Criminal Justice Board, the four Police Forces in Wales and the Local Authorities.

We are pleased to announce that the Childcare Business Support Team (CBS) have moved to work under our parent company, Cymryd Rhan.

Cymryd Rhan is a charity and we are looking to be able to use this charitable status to enhance the services that we can provide to childcare settings in Powys.  We have some exciting plans over the next 12 months, including looking at a applying for a Big Lottery Fund Grant to support the development and expansion of childcare provision.  If you have anything that you would like us to consider that could support yourselves then please just let us know.

The Cabinet Secretary for Communities & Children, Carl Sargeant, recently announced that he is “minded” to phase out the Communities First programme and develop a fresh approach to building resilient communities in  Wales.

As part of this new approach, the Welsh Government is promoting ‘Talk Communities’, an online survey and twitter hashtag to hear the views of the public (including those with personal experience of Communities First) on the next steps they should take to succeed in their new priority areas: Employment, Early Years and Empowerment.
