Anti Bullying week 2015 16th -20th November
The message this year is ‘Bullying is everyone’s business’ to empower children and young people to identify and address  bullying whether it is happening to them or someone else face to face or on line.
The Welsh Government has published guidance for parents whose children are being bullied and for children who are being bullied.

Training Needs Analysis (TNA) 2016 - 2017 Training Programme - Deadline 23rd October 2015
Dear Colleague
Thank you to everyone who has already completed and returned the TNA form.
This is a reminder email for those that still need to complete and return the form. The deadline for completion and submission to the Workforce Development Unit is Friday 23rd October 2015.
Please can you complete the TNA paperwork (linked below) and send completed TNA's electronically to pwbotu@powys.gov.uk or hard copies to the address at the bottom of the paperwork.
It is hoped that the forms are self-explanatory and simple to follow and should not take up too much of your time, however if you do require any assistance in completing then please do not hesitate to contact us.
The information will be used to help us inform and develop the training and development programme for 2016 – 2017 and SCWDP Strategic Plan. The data collected will be reviewed at the Powys Strategic Planning Workshop for Training being held on the 12th November 2015 further information on this workshop can be found at the bottom of the TNA.

Third Sector Forum Meeting

Dear Colleagues

Many thanks to those that have confirmed attendance or sent apologies for the Third Sector Forum Meeting on 19 October at PAVO Offices, Llandrindod Wells from10am to 1pm.

We will be joined at the forum by a number of senior decision makers in partner, statutory agencies namely Amanda Smith, PtHBExecutive Director of Therapies, Health Science & Governance, David Powell, PCC Strategic Director for Resources and Lee Anderson, PCC Social Services Commissioning ManagerThis is an opportunity to hear about developments and to influence decisions. To that end, I hope that as many as possible will join us in order to make the sector’s voice as strong and as representative as possible. Please let me know if you’re able to attend in order that we might make adequate provision.

The Domiciliary Care options appraisal requires wide engagement with service users, carers and third sector.  The council will not progress without engagement with these stakeholders and IPC consultants are not available on the 19th. Consequently, we have decided to organise a separate opportunity for third sector colleagues to meet with them to engage re the various options.

Welsh Government’s White Paper, Reforming Local Government: Power to Local People, states that we need to be: “Putting people at the centre and involving service users in prioritising, commissioning, designing, delivering and accessing services” Unlike the usual approach to consultation and engagement, the projects within PAVO’s One Powys-Connecting Voices portfolio invite commissioners, service providers & others to listen to what’s important to them.
These projects represent the voices of carers, children and young people, older people, people with neurological disorders, those with poor mental health and those promoting environmental matters.
We are fortunate to have keynote contributions from Mark Drakeford AM, Welsh Government Minister for Health & Social Care and John Rose, Director of Big Lottery Fund Wales.
There will be an opportunity to participate in one of the themed listening workshops that will give you the opportunity to hear the views and observations of those involved in and associated with the projects.
PAVO’s AGM and Annual Conference provides a great opportunity to meet other colleagues in the sector, as well as partners in other sectors to share information and good practice.

Games4Life Wales

The Welsh Government is launching a new Change4Life Wales campaign called Games4Life today (12 October), which will run for six weeks.

Games4Life Wales aims to inspire 5-11 year old children to be more active during the Autumn half term holiday and beyond. It is full of fun ideas to get the whole family moving and includes indoor games, group games and outdoor games.
The recent Child Measurement Survey (May 2015) showed that the prevalence of those overweight or obese in Wales in reception year (26 per cent) was significantly higher than that for England (23 per cent).
It was also higher in Wales than in any of the individual English regions where the highest prevalence was 24 per cent.
Children need at least 60 minutes of activity a day to help them stay happy and healthy.
By signing up online for a free fun Games4Life pack at http://www.change4lifewales.org.uk/ every family will receive a fun wheel, activity cards, poster and sticker sheet.
All those who sign up will be entered into a prize draw which will include the following prizes: customised trainers, pedometer smart watch, family activity/experience days and a GoPro camera.
The campaign will also be encouraging families to let them know how they get on by posting images or films of their children taking part in the Games4life activities on Facebook and Twitter www.facebook.com/c4lwales and @c4lwales

How can Voluntary Youth Services Support Young People in Powys?


Powys County Council Spending Cuts
You will be aware that Powys County Council is planning for huge spending reductions in relation to youth services. This poses significant risks but also provides potential opportunities for voluntary sector youth organisations.

What can the Voluntary Youth Service do?
In order to inform decisions PAVO has agreed to carry out a survey to assess the current capabilities and resilience of organisations. This information will be key in shaping the way in which the voluntary sector is involved in future provision. The outcome could have an important impact on your group.

Please take the time to complete this survey. It should take no longer than 15 minutes to complete and you don't have to fill it all in at once - you can come back to it and submit it when you have finished. The survey can be completed by clicking HERE.

Let us know by 31st October.
Closing date for responses is 31st October. The report will be published by 31st December. You will receive a copy. We will be providing opportunities for organisations to meet with Powys County Council to discuss future provision.

FREE Playwork Training AVAILABLE - Level 2 Award

Dyfodol Powys Future, in partnership with YMCA Community College, is running a Level 2 Award course in Playwork.

This will be starting on Saturday 24th October in Llandrindod Wells.  There will be 6 sessions including the induction, although, not on consecutive Saturdays.  Participants will need to complete 35 hours of Playwork Practice and submit coursework to complete the Award.

There are FREE places!

Third Sector Service Provider Forum - 19th October

Dear Colleagues

A  meeting of the Third Sector Forum Meeting will take place 19 October at PAVO Offices, Llandrindod Wells from 10am to 1pm.

Please see the link below of a draft agenda. We will be joined at the forum by Amanda Smith, PtHB Executive Director of Therapies, Health Science & Governance and David Powell, PCC Strategic Director for Resources.
We have been asked by the Domiciliary Care Board to ask organisations what they would like in a domiciliary care service. We need to respond by the end of October. Instead of arranging another meeting, we could substitute the Commissioning item on the agenda with Dom Care, or extend the meeting to early afternoon to include an additional item. Alternately, we could go with the agenda as planned and arrange a separate Dom Care meeting. What would you prefer?

PCC Budget Consultation

Powys Budget Challenge – Public Consultation

Powys County Council (PCC) is currently running an on-line public consultation exercise regarding the choices it faces inn making £27m worth of savings over the next three years. The consultation runs until 30 November 2015

The exercise is being conducted using an on-line budget ‘simulator’ which allows respondents to set spending levels in key areas of the Council’s services and also see explanations of the practical impacts this will have upon those services. The budget areas under consideration are: Highways Transport and Recycling; Adult Social Care and Housing; Children’s Services; Schools; Culture and Recreation; Central Support Services; and Regeneration and Property. Why is This Important?
·         These are services areas which are important to the members and service users of a wide range of community and voluntary organisations.
·         Changes to PCC’s services will potentially have significant ‘knock on’ consequences upon the demand for services provided by community and voluntary organisations.
·         There is a strong emphasis upon PCC’s need to work more closely with others (particularly voluntary organisations and volunteers) in the future to meet current service needs or deliver them in new and different ways. However, there is no indication within the budget simulator of the Authority maintaining or increasing the funding and support necessary to make this practical.
·         The budget option for the Regeneration and Property budget includes reducing grant funding for voluntary groups

How to Respond
·         The consultation is targeted at Powys Residents, rather than organisations, so for this reason it is the number of responses (rather than who makes them) which will have an impact. For this reason you may wish to encourage the individual members of your community group or organisation to respond.
·         You can make your response at: https://powyscc.budgetsimulator.com/, it will take about 10 minutes to complete.
·         If you don’t want to do the simulator or have other ideas and comments to submit to PCC you can send them to consultation@powys.gov.uk
·         Your organisation and members may wish to send your views and comments upon the budget options and proposals directly to your local county councillor and/or the Portfolio Holder responsible for the budget areas you may have a concern about.
