CHILDREN IN NEED OUTREACH SURGERY



PAVO is pleased to announce that a day of pre-booked appointments has been organised in collaboration with BBC Children in Need. The opportunity to access this very popular funding programme is open to voluntary and community groups that work with disadvantaged children and young people. Groups serving Powys will be able to apply for a 30 minute appointment with James Bird, a BBC Children in Need grants officer, to discuss the eligibility and potential of a project proposal. Groups that wish to apply must be available anytime between 10.00am and 5.00pm on Thursday 4th September– confirmation of the actual appointment time will be advised to successful applicants by 29th August 2014. There will be a maximum of ten appointments available on the day.

PAVO's Response to Review of Joint Assessment Family Framework

PAVO, on behalf of 3rd Sector organisations, have submitted some comments in response to the request for feedback on the revised documents for CAF (Common Assessment Framework OR Children And Family Assessment) and the Distance Traveled Tool.

Our comments covered some minor points about the use of some of the language used on the CAF form.

The main area which could be developed includes making sure that children, young people, parents/carers and those working (paid/unpaid) can fully understand what CAF is and how it can help them.  We have suggested that the example used by Medway Children's Trust could be a good base to start with.  You can see that website HERE

Families and small 3rd sector organisations need to clearly understand:
  • WHEN CAF can be used
  • HOW CAF can be used
  • and Explain WHAT happens next.
A simple picture of the flow can also help some people to understand the whole process better.

Local Authority' Duty to provide Sufficient Play Opportunities

Commencement of sections 11(3) and 11(4) of the Children and Families (Wales) Measure 2010. 

On 1 July 2014 Welsh Ministers commenced the duty on Local Authorities to secure sufficient play opportunities for children in their areas, so far as reasonably practicable, having regard to their play
sufficiency assessments and action plans. Also commenced was the duty to publish information about play opportunities for children in the Local Authority’s area and keep this information up to date.

These duties were commenced under sections 11(3) and 11(4) Play Opportunities of the Children and Families (Wales) Measure 2010. This completes the commencement of this section of the Measure. The full duty is now in effect and states that:

Local authority duties in respect of play opportunities for children

(1) A local authority must assess the sufficiency of play opportunities in its area
for children in accordance with regulations.

(2) Regulations may include provision about—

a. The matters to be taken into account in assessing sufficiency.
b. The date by which a first assessment is to be carried out.
c. Frequency of assessments.
d. Review of assessments.
e. Publication of assessments.

(3) A local authority must secure sufficient play opportunities in its area for
children, so far as reasonably practicable, having regard to its assessment under
subsection (1). (Commenced 01 July 2014)

 (4) A local authority must—

a. publish information about play opportunities in the authority’s area for
children, and
b. keep the information published up to date.
 (Commenced 01 July 2014)

 (5) In performing its duties under this section, a local authority must have regard
(among other things)—

a. to the needs of children who are disabled persons (within the meaning of
section 1 of the Disability Discrimination Act 1995 (c. 50).
b. to the needs of children of different ages.

(6) In this section—

“play” includes any recreational activity;
“sufficient”, in relation to play opportunities, means sufficient having regard to
quantity and quality.

Statutory Guidance to Local Authorities giving full detail on complying with this
duty will be published and available on the Welsh Government website in the
near future. You will be sent a link to this guidance at that time.

Support Play Wales

Hello friend of Play Wales, 

You will be aware that Play Wales’ application for Welsh Government funding for the next three years has been unsuccessful. For 15 years we have successfully campaigned for children’s play, now we find ourselves in an astonishing position where we have to campaign for Play Wales.


It is widely recognised that for 15 years Play Wales has supported the Welsh Government in the implementation of its play policy into practice at a local level. After 30 September 2014 Play Wales will not be able to continue this work.

A one-day course

A one day course aimed at anyone working directly or indirectly with children and young people in a wide range of workplace and community settings. The purpose of the training is to give participants confidence and essential knowledge on how to safeguard the children and young people in their environment. 

The training is accredited through Agored Cymru and participants will need to complete assessments to demonstrate learning. Upon successful completion of an assignment the participant will achieve 3 credits at Level 2. This unit forms part of the Welsh quality assurance framework for vocational training.

The Rural Regeneration Unit has been delivering the Community Food Co-operative Programme across Wales since 2004
and there are now in excess of 300 community food co-ops.
On the 10th July we will be celebrating our 10th anniversary and would like to say a huge thank you to
all our volunteers, suppliers, customers and agencies who support us by working in partnership
 without whom the programme would not be the success it is today.

from 9.30am to 4.30pm

This is a 6 hour taster (plus lunchtime) for workers, volunteers and those interested in further training in playwork (over the age of 16 years), including the Playwork Principles, the Playwork Curriculum, risk in play and play resources; and its free!
Note: course subject to alteration according to the learners experience, knowledge base, etc.
Have Fun, and learn at the same time
Hot drinks provided. Please bring cold drinks, a packed lunch and an open mind! Wear suitable clothing for playing in the woods, and according to the weather, we will be outside.
