Children in Wales: Towards Children's Well-Being in Europe: Explainer on Child Poverty in the EU


TOWARDS CHILDREN'S
WELL-BEING IN EUROPE:
EXPLAINER ON CHILD POVERTY IN THE EU



Children in Wales, as part of a Task Force through a Eurochild and European Anti-Poverty Network (EAPN) partnership, have contributed to the development of an Explainer on Child Poverty in the EU.

Launched at an event in Dublin on 10-11 April 2013, the Explainer aims to raise public awareness of child poverty in Europe and on the devastating effects it has on lives of children and families, as well as on society as a whole.
 
The Explainer challenges the myths around child poverty, provides arguments and concrete solutions at EU, national, local and individual levels to help stakeholders mobilize around the implementation of the European Commission Recommendation on Child Poverty.  It highlights effective solutions that can help to fight child poverty and promote the well-being of all children and families, particularly in times of austerity and public spending cuts. 
 
Children in Wales believes the Explainer will act as a valuable resource for stakeholders here in Wales and help communicate that, despite the challenging economic environment, more can and should be done to tackle child poverty and enhance children's well-being.

Mae'r Esboniwr yn herio'r mythau ynghylch tlodi plant, yn darparu dadleuon ac atebion diriaethol ar lefel UE, genedlaethol, leol ac unigol, er mwyn helpu rhanddeiliaid i fynd ati i weithredu Argymhelliad y Comisiwn Ewropeaidd ar Dlodi Plant. Mae'n amlygu atebion effeithiol a all helpu i frwydro yn erbyn tlodi plant a hybu lles pob plentyn a theulu, yn enwedig mewn cyfnod o dorri 'nôl a lleihau gwariant cyhoeddus.

This 2-day course focuses on presentation skills and dealing with difficult situations and behaviours. Participants will learn how to prepare for a public event, how to give an effective presentation, conveying the information the audience wants to know using appropriate communication styles, and explores techniques for dealing with challenging issues and situations.
 
On day 2 of the course you will be required to prepare and deliver a presentation and will receive feedback from the tutor and other learners.

        Welcome to the May issue of our newsletter. We're supposedly now in the middle of spring and there are numerous events on the horizon.  

        May's activities include on open air activity weekend for young people, an evening of drama performances by local YFC members, another evening of Welsh stand-up from the Cwpwrdd Comedi in Ystradgynlais and a chance to appear on the Welsh hymn singing programme Dechrau Canu Dechrau Canmol from the Plough Chapel in Brecon. 

        June also promises to be a busy month with this year's Bwrlwm y Bannau on 29 June, a curry night in Builth Wells and a treasure hunt in Llandrindod.

         The National Assembly for Wales’ Communities, Equality and Local Government Committee is undertaking an inquiry into participation levels in sport in Wales.

        Inquiry into participation levels in sport in Wales
        The National Assembly for Wales’ Communities, Equality and Local Government 
        Committee is to undertake an inquiry into participation levels in sport in Wales. To 
        assist with its inquiry, the Committee would welcome your views on this subject.
        Terms of Reference
        The Committee intends to focus specifically on sport, but within the wider context of 
        the Welsh Government’s commitment to increase levels of physical activity more 
        generally.
        The following areas will be examined in more detail:
         The extent to which the Welsh Government and Sport Wales are achieving the 
        goals set out in the Programme for Government, the Creating an Active Wales
        action plan and the Vision for Sport in Wales with regard to participation levels 
        in sport; 
         The availability of datasets and statistics to measure participation levels in 
        sport, particularly those disaggregated by equality strand and socio-economic 
        groups;
         The opportunities and barriers to sports participation that exist for different 
        groups of people, including by equality strand and socio-economic groups;
         What are the links between programmes to develop sport in Wales and other 
        Welsh Government initiatives to increase physical activity; and
         The impact of the Olympic and Paralympic legacy, the Ryder Cup and other 
        high profile Welsh sporting events and achievements on participation levels in 
        Wales.
         
        Invitation to contribute to the inquiry
        The Committee welcomes responses in English or Welsh from both individuals and 
        organisations and will hold oral evidence sessions in due course.
        Submissions should be no longer than five sides of A4, with numbered paragraphs, 
        and should focus on the terms of reference as set out above.

        Police Commissioner at Public Events across the county May/June

        You may be aware that Christopher Salmon, Police and Crime Commissioner and Chief Constable Simon Prince are holding the first official launch of the newly published 5 year Police and Crime Plan in Haverfordwest on Friday at County Hall from 2:30pm.

        Alcohol Concern Young Person's Survey Results




        Well known brands and cheap strong booze consumed most by vulnerable young people

        Heavily advertised brands and cheap, strong alcohol make up the top five alcoholic drinks consumed by the most vulnerable young people who are involved with drug and alcohol services, according to a new survey from Alcohol Concern.

        Fourteen treatment services across England and Wales asked 381 children and young people between the ages of 11 and 17 years and who use their services about the alcohol brands they consume most. It found the same big brand names and cheap, strong booze made up the top five places as in last year’s survey, albeit in a different order.

        Among the top five were Fosters and Smirnoff Vodka, both leading brands which are heavily promoted and are well known through their extensive advertising campaigns. Recent research by Alcohol Concern showed that 10 and 11 year olds were more familiar with funny duo ‘Dan and Brad’ from Fosters beer commercials than with characters from advertising for leading brands of crisps and chocolate[1].

        Cheap, strong alcohol also featured with Frosty Jack’s Cider, generic or own brand vodka and Glen’s vodka making the top five.

        It is a 2 day programme (participants must be able to attend both days), backed by the Welsh Government as part of their fulfillment of the Talk to Me plan to reduce suicide in Wales.
        The course is open to anyone who works with young people (11-25) in Powys.

        Aim/ Nod:
        The Youth Mental Health First Aid training
        programme is an important addition to the existing
        Mental Health First Aid (MHFA) Wales programme
        which helps frontline workers to recognise the
        symptoms of mental distress and how to provide
        initial help and support while guiding people
        towards appropriate help. Around 4000 people to
        date have received the adult MHFA in Wales.
        YMHFA (Wales) aims to help participants to
        preserve life where a person may be a danger to
        themselves or others and to provide help to
        prevent a mental health problem developing into a
        more serious state. Also to promote recovery of
        good mental health and provide comfort to a
        person experiencing mental distress

          Ein Hawliau – Cymru/Our Rights – Wales
        The Welsh Government in partnership with pupils from Pentrehafod School, Swansea has developed a new bilingual mobile app promoting children’s rights.

        The free app, titled Ein Hawliau – Cymru/Our Rights – Wales, will be available on iPad, iPhone and iPod touch from April 2013, with a view to develop the app for other formats.
        The mobile app will be one of a kind as it will provide information on the articles of the United Nations Convention on the Rights of the Child (UNCRC) but also details and locations of national support services. Children, parents and advocates will find the app of benefit.
        The Football Association of Wales kindly agreed to promote the app during their recent preparations for the World Cup qualifying games against Scotland and Croatia.

        Separating Parents Support Project by Resolve Cymru

        Resolve Cymru are pleased to announce that they will be launching their new service:  Separating Parents Support Project" on Thursday 16th May.

        This project is funded by the Department of Work & Pensions and are one of only 7 organisations across the UK to gain the funding.  It was a two stage process and 32 projects were considered in the first round.


        The two key objectives of this Innovation Fund are to:
        • Test a range of interventions to understand what is effective in encouraging collaboration and reducing conflict amongst separating and separated parents. We will develop an evidence base of effective interventions.
        • Increase the number of children benefiting from child maintenance arrangements by reducing conflict and improving collaboration between separated and separating parents. This will be achieved by developing effective interventions that help parents work together to make their own arrangements and avoid using the courts or the statutory child maintenance system.

        Calling All Performers – Everyone’s Future Needs You!
        Everyone’s Future is a new intergenerational partnership project between Vibe Experience and Age Concern Cardiff and The Vale aiming to tackle negative stereotyping and challenge age discrimination of younger and older people.

        ‘A Difficult Start? Supporting positive attachment relationships’
        In recent years the significance of children’s early attachment relationships has
        been increasingly acknowledged in all child care services. But there is not always
        clarity or agreement in applying theory to practice. Questions arise such as…
         What do we mean when we talk about attachment?
         What are the effects of insecure or disorganised attachment patterns?
         How does neurological research inform our understanding of attachment?
        And last, but by no means least,
         Where children have had a difficult start in life, what can we do to support
        those children and build their resilience?
        The Windfall Centre is very pleased to have engaged three excellent speakers to
        explore these and other questions with us (see over). In addition to providing a
        keynote address, all speakers will host seminar workshops in the afternoon where
        issues can be explored in more detail.

        Keynote Speakers

        Robin Balbernie is currently Clinical Lead of Secure Start the infant mental health
        service in Gloucestershire. He works with the intensive baby care unit at
        Gloucester Royal Hospital and runs supervision groups for Health Visitors. His
        interest in working with adopted children led him to the field of infant mental
        health and early preventative intervention. Robin has published in many journals
        including Nursery World, Young Minds and the Journal of Child Psychotherapy.
        Louise Michelle Bombèr is a qualified teacher and therapist. She has worked with
        individual pupils, classes, whole school settings, teachers and support staff across
        both the primary and secondary phases. Louise has provided consultations and
        training for Education, Social Services and Health. She currently works as a
        Teacher Therapist for the Alternative Centre for Education and as an Adoption
        Support Teacher for the Adoption and Permanency Team in Brighton and Hove.
        Louise is the author of ‘Inside I’m Hurting: Practical strategies for supporting
        children with attachment difficulties in schools.’
        Gabrielle Eisele is a BAPT Play Therapist, Developmental and Therapeutic Play
        Specialist and the founder and Director of The Windfall Centre which provides
        Play Therapy to children and young people with a wide variety of needs.
        Gabrielle’s work with children and young people has spanned over thirty years in
        such diverse roles as therapist, advocate and play development, as well as
        providing training in all areas of disability awareness across the country. In her
        work with Windfall and other national children’s organizations,, Gabrielle has
        undertaken specialist therapeutic and assessment work, particularly focussing on
        the attachment experiences of disabled children and their families.

        Young People's views of Collaborative Working!

        At a recent Youth Forum Residential the Young People were asked about the meaning of Collaboration ... this is what they came up with:

        What is collaboration?

        What does it mean to collaborate?
        In order for collaboration to work what do the people involved need to do?
        How do people have to behave for collaboration to work?

        An afternoon where families who usually find it difficult to attend the cinema together can enjoy a family outing. We have sole use of the theatre so there is no need to worry about unexpected interruptions.
        Parent workshops are about helping you with your needs, be that communicating with professionals more effectively, learning about welfare reform in Wales or understanding your child’s behaviour.

        Eat, Sleep, Learn, Play

        Eat, Sleep, Learn, Play is designed to support children and families in the most desperate need. It directly provides them with household essentials, such as a child's bed, a cooker or educational books and toys. Material grants are intended to make a positive impact on families where there is a new baby or toddler (under 36 months at the time of application or where the mother is 28 weeks or more pregnant) and there is serious disadvantage and/or severe need in the home. Families are eligible for a grant if one or more of the parents/carers are in receipt of certain benefits (income support, JSA etc).

        An essential part of the referral process is a home visit so referral partners are usually people like health visitors, social workers, tenancy support officers or third sector workers. They go into the home to verify the material need then make an application on behalf of the family.

        The programme is now running in 6 local authorities in Wales (Cardiff, Caerphilly, Rhondda, Merthyr, Blaenau and Denbighshire). Their fundraisers have worked incredibly hard to secure funding for the programme and this year and they have over 1000 grants to give out across the 6 LAs in Wales.

        My story

        My Story is looking for contributors to be part of the 2nd series of the hit CBeebies programme My Story [more info on our first series can be found here -http://www.bbc.co.uk/cbeebies/mystory ].

        My Story pioneers the concept of history to pre-schoolers. It is a unique child-led history brand, taking children on a journey to find out their own family’s history through fun, adventure and play – and to discover that every family has a story!

        They are really keen to feature a story in our new series “My Story” Series 2 and so are looking for someone that could tell it! Ideally we are looking for a charismatic family member that can retell their own life story to a bubbly physically disabled 4 to 6 year old member in their family - a great grandchild, grandchild, niece/nephew, son/daughter or even a godchild. The storytelling would be filmed in key locations from the story and they would incorporate fun activities that tie into the experience. They  basically want someone with a great story relating to any exciting experiences they have had and a disabled family member of the right age (4-6 years old) for them to tell it to.
